Deployable Field Radar
Radar you carry, not radar you have.
EQUIPMENT, NOT A STAT
Ground surveillance radar is carried by engineer-type units and provides zero coverage while packed. Deploying takes about five minutes; packing back up takes the same. While packed, the unit has only its own short-range visual spotting. The radar is an inventory item: it's built in a city, loaded onto the carrier at one of your cities, and the carrier holds one at a time — see Deployable Gear.
