Hit Resolution
Accuracy, crits, fire order, and who soaks the damage.
THE ROLL
Each round, every living attacking unit targets the lowest-HP enemy in its own range and rolls to hit. Accuracy is the attacker's base stat, reduced by the target's evasion and adjusted by terrain (currently inert — seeTerrain), clamped so the effective chance always stays between 5% and 95%. A separate roll on a hit determines a critical hit, multiplying damage. Damage is then scaled by weapon-type-vs-target-type effectiveness and terrain.
ATTACKER FIRES FIRST

Within one round, fire isn't simultaneous: the attacking side fires first, and any kills from that half are removed from targeting before the defending side fires back — if anyone on that side is still alive.
SHELTERING BEHIND ARMOR

A support unit gets roughly half damage reduction if a living armored or naval unit is in the same stack — modeling infantry sheltering behind armor. The bonus disappears the instant that protecting unit dies.
